when running do you build muscle first and then start to burn fat?

I have recently started running and notice my thigh have got bigger(tighter jeans)? i am trying to reduce the size of them, so am dieting and exercising. Although my bum has gone down in size a little Share and Enjoy:

Is running ok if i want to build some muscle?

What’s the best way to build thigh muscle besides running?

What muscle workouts can build muscles used in running?

I’m an athlete and I’m getting a gym membership this winter. Are there specific leg workouts I can do to improve certain aspects of my running, such as explosion and long distance stamina? does running on the beach build good leg muscle?
